I wish to be favored with their Lordships' opinion on the request to return to the Enema's inquiry. At the same time I think we may add that it is believed that it is understood to grant the sum stated at the head of each Estimate, and not to grant separately the various items which are inserted in the body of the Estimate for information, and that it seems deserving of consideration whether the same form should not be recognized in the Colonies.
